The Programme Administration Office for the Support to the Association Agreement Programme (SAAP/PAO), on behalf of the Egyptian Ministry of International Cooperation is recruiting for the following position : 
-    Projects Manager (Ref: 01/14)

Summary of Principal Functions
Oversee the identification, formulation and implementation of projects funded by the programme as well as provide technical and administrative support to the Focal Points in the Beneficiary Organizations. 


Key Duties and Responsibilities
1.    Supporting the Programme Management in the elaboration of the Annual Program Estimates  and  SAAP/PAO mandatory reports;
2.    Overseeing the preparation and implementation of a portfolio of twinning and technical assistance projects in line with the internal policies and procedures as well as donor's procedures, procurement policies. This includes among other things
-    Coordinating and facilitating SAAP/PAO relationship with Focal Points within line ministries; 
-    Supporting Focal Points in carrying out needs assessment in order to identify project areas/ideas;
-    Developing terms of references – ToRs, Project Fiches,
-    Supervising the implementation of short term technical assistance assignments aimed at developing twinning project fiches and tender dossiers for technical assistance projects;
-    Overseeing the preparation of twinning/TA contracts and oversee implementation
-    Establishing and maintaining an internal monitoring and evaluation system(s) and preparing regular assessment reports on projects' activities;
-    Preparing monthly reports and annual plans for all Projects within his/her portfolio;
3.    Maintaining a complete filing system (both hard and softcopies) for the portfolio of projects.
4.    Participating in the recruitment of SAAP/PAO and projects' staff (if required), deliver on the job training to staff under his/her supervision, supervise their work and appraise their performance
5.    Attending management meetings, steering committee meetings, donor coordination meetings and other relevant meetings;
6.    Providing backstopping to the Programme Deputy Director and the Projects Manager(s) in their absence


Key Qualifications
1.    Relevant university degree; preferably economics or political degree 
2.    Up to 7 years of professional experience, 
3.    Minimum 4 years experience in International Relations field,
4.    Proven experience in programme/project management;
5.    Proven experience in managing and directing group of subordinate staff in donor funded projects;
6.    Experience in managing consultants;
7.    Experience in the preparation of project documents including project action plans, progress reports, terms of references, technical and financial reports;
8.    Experience in designing and setting up projects' performance measures and monitoring systems; 
9.    Experience in EU procurement and contracting procedures; 
10.    Work experience with public administration;
11.    Proven experience in promotion, visibility and usage of social media in public sector,  
12.    Knowledge of the Egyptian-European Association Agreement;
13.    Relevant post graduate degree is an asset;
14.    Excellent command of English and Arabic both written and spoken; 
15.    Excellent report writing skills, PC skills and internet practice, organizational and communication skills;
16.    Ability to work in autonomy and collectively, overcome difficulties and to solve problems; 
17.    Ability to create a team spirit and to efficiently coordinate tasks in a participatory manner in addition to deal with tact and diplomacy with the EU and Egyptian officials.
