  I.        PROJECT ASSISTANT

FOR TWINNING PROJECT NO. EG10/ENP-AP/HE/15  entitled:

“Reinforcement of the Consumer Protection Framework in Egypt and Upgrading the Capacity of the Consumer Protection Agency”

The Consumer Protection Agency of Egypt (CPA) – Ministry of Supplies and Internal Trade and the German Federal Ministry of Food, Agriculture and Consumer Protection (BMELV) in co-operation with the Directorate General for Consumer Affairs of Castilla-La Mancha, Spain (DGCA) and the French Ministry of Economy, Finance and Industry (MINEFI) are carrying out a joint Twinning project. The project is being implemented in the framework of the Support to the Association Agreement (SAAP) under the Ministry of International Cooperation and funded by the European Union. The two-year project seeks to support the national endeavours of reinforcing the consumer protection framework through the strengthening of the institutional and internal capacities of the CPA, approximation of the legal and regulatory framework with EU acquis, improving the capacities of consumer protection agencies and NGOs, and developing CPA capacities to communicate and raise the awareness of all relevant stakeholders.

Job Title: RTA  Assistant

Contractual nature of the job
 
Renewable annual contract as per agreement with the Support to the Association Agreement Programme (SAAP). As the contractor, SAAP will be in charge of paying the monthly salary as well as taxes and social insurance.
 
Remuneration
 
Negotiable, subject to evaluation of skills and experience.
 
Status of the position:
 
The RTA Assistant employment will become effective on the day of its signatures by both parties.

The period of execution of the contract is around 23 months (the project duration is scheduled from mid-January 2012 to mid-January 2014).
 
The RTA assistant will work under the supervision of and report to the RTA

 

Description of the job

Responsibilities

·         Providing general support to the RTA in terms of office management; record keeping, dealing with tax issues, correspondence; in particular, the RTA project assistant will support the RTA as a personal assistant in his duties of general management and project administration;

·         Drafting and editing written materials with relation to the project in English and Arabic (e.g. minutes of meetings and ad-hoc-meetings, meetings of the Steering Committee, notes);

·         Project co-ordination, including organisation of conferences, workshops, working groups and other meetings, e.g. training activities in Egypt, discussions, seminars (e.g. preparation of invitation letters and documents, organisation of venue, including identification of technical equipment, providing logistical support - local travel arrangements and accommodation within Egypt and hotel reservations for the RTA, and experts from Germany, Spain and France), assisting in the organisation of study visits in Germany, France and Spain;

·         Organising and maintaining contacts to the staff of the CPA and other institutions involved in the project (e.g. Ministries and national agencies, regional administrative bodies, consumer protection NGOs, EU Delegation, Programme Administration Office, German, Spanish, and French project leaders, Project/Financial manager from Germany);

·         Providing interpretation (Arabic-English-Arabic) for the RTA and experts from Germany, Spain and France, in case separate arrangements for translation or interpretation cannot be made.

·         Assisting the foreign experts in matters related to language problems or other problems due to being and working in a foreign country;

Necessary Qualifications

·         Excellent oral and written communications skills in English and Arabic, German language skills is an asset;

·         Excellent organisational skills, sound experience in project implementation and management;

·         Excellent knowledge of relevant software programmes (MS-Office package: Word, Excel, Outlook, Power Point; Internet-CMS and Photoshop an asset);

·         Sound experience and reliability in dealing with financial issues (basic principles of accounting and calculation);

·         Excellent interpersonal and communication skills;

·         Knowledge of legal and administrative situation in Egypt is an asset;

·         Familiarity with consumer protection issues and terminology is an asset;

·         Disposition for business trips (inside Egypt, and to European countries, including overnight stays);

·         Willingness for overtime work and flexibility regarding the working time.

II. LANGUAGE ASSISTANT

·         Supporting the RTA and other project experts mainly as translator and interpreter in the communication with all project partners (from Egypt, as well as from Germany, France, and Spain);

·         Translating documents (including legal texts), working papers, presentations, mission reports, training manuals etc. from English language to Arabic and vice versa;

·         Interpreting training sessions, workshops, meetings and other oral conversation, including legal topics, from English language to Arabic and vice versa;

·         Drafting and editing written materials with relation to the project in English and Arabic languages (e.g. minutes, notes);

·         Assist the foreign experts in matters related to language problems or other problems due to being and working in a foreign country.

 

Necessary Qualifications

·         Excellent oral and written communications skills in English, German, and Arabic; Spanish and/or French language skills would be an asset;

·         Sound experience in translation and consecutive interpretation (including legal topics),

·         Excellent knowledge of relevant software programmes (MS-Office package: Word, Excel, Outlook, Power Point);

·         Excellent interpersonal and communication skills;

·         Knowledge of legal and administrative situation in Egypt and familiarity with consumer protection issues and terminology an asset;

·         Disposition for business trips (inside Egypt, and to European countries, including overnight stays);

·         Willingness for overtime work and flexibility regarding the working time.

·         The applicant is not a civil servant or agent of the CPA (past 6 months) nor is on leave from the CPA to take up the position.
